Project Cagayan: Legal and Regulatory Compliance

Project Cagayan operates within a comprehensive legal and regulatory structure, ensuring full compliance with both Philippine national laws and internationally recognized standards governing responsible mining operations. The project is authorized under the Philippine Mining Act of 1995 (Republic Act No. 7942), which governs the exploration, development, utilization, and conservation of mineral resources in the country. In alignment with this law, Project Cagayan adheres to the Philippine Mineral Reporting Code (PMRC), ensuring accurate, transparent, and standardized reporting of mineral resources and reserves.
To ensure the legitimacy and operational readiness of its activities, Project Cagayan has secured all mandatory government permits and certifications, including the Environmental Compliance Certificate (ECC), which verifies that the project has undergone and passed rigorous environmental impact evaluations. In addition, the project has received the Declaration of Mining Project Feasibility (DMPF), authorizing full-scale mining operations following a comprehensive technical and financial feasibility assessment. The Environmental Protection and Enhancement Program (EPEP) has also been approved, outlining the project’s strategy for environmental preservation, risk mitigation, and post-mining site rehabilitation.
These regulatory milestones are not only a legal requirement, but they also serve as assurances of the project’s operational integrity, environmental responsibility, and long-term sustainability. Ongoing Environmental Impact Assessments (EIAs) are conducted in accordance with both national guidelines and global best practices, covering critical areas such as water resource management, waste reduction and disposal protocols, and marine conservation measures. These assessments are periodically reviewed by the Department of Environment and Natural Resources (DENR) and independent third-party environmental auditors, ensuring continuous compliance and adaptive environmental management.
Project Cagayan’s regulatory alignment reflects a proactive governance approach, ensuring that all activities are lawful, transparent, and accountable. By meeting and exceeding both local and international environmental and operational standards, the project demonstrates its commitment to responsible resource development, community engagement, and sustainable economic contribution to the region and beyond.
